From the end of December through March, almost no city worldwide is as much top of mind as Rio de Janeiro. It’s one of the it spots for New Year’s Eve, and the roiling heat of peak summer does nothing to deter thousands of tourists from descending between that raucous holiday weekend and the Carnival celebrations.
